I can't really answer that one. I do have a theory though...

I think I figured out the answer to why Bush piloted the plane out to the aircraft carrier. It's plainly obvious given what we learned today about his Air Guard service that he was finally getting around to fulfilling his duties.

Could that be what Mission Accomplished meant?
