I want to buy a 12 string but i have two questions.
First- Is there a special tuner for twelve strings
Second- Do the strings on a 12 string break more easily than the strings on a 6 string?

No to both questions.
When purchasing a 12-string make sure the guitar stays in tune all the way up the neck. In my experience 12-strings (if left in standard tuning) have a hard time with intonation. Make sure before you buy one that it wont have this problem.

Just a useless bit of info, lots of people their 12 strings down by a half step or a whole step to avoid breakage of the G octave string (and to make them more playable.
Just capo to get to standard tuning (effectively makes your 12-string a short scale).
