I just tried to download it myself from my own link (just to make sure) and it worked just fine.

My ratio is also well above the 1.1. So I believe I am seeding it correctly. Anyone else that may also be having trouble downloading this, please let me know.

thanks for upping. I use u-torrent. took a few for it to start, but is dling fine now. showing 4(4) in seeds. 1(13) in peers and speed is between 45 and 60 currently.
