Wwork is likely connected to the internet on a faster connection. That's all. Cable speeds should be from 20k-80k during not busy time.

It all depends on how much traffic is on your cable line, and what type of connection your cable internet provider has to the backbones.
One thing you have to remember with cable internet is that you are sharing the connection with everyone else in your neighborhood that has a cable connection. You might want to try odd times to do your downloading and not at peak times like evenings. Try the middle of the night or even in the middle of the day when schools are in session.
I have an optimum online cable connection and I usually get around 400KB to 800KB /sec, meaning I can get a whole show in under an hour. But I know that they have been makeing great improvements in the cable internet service in my neighborhood and that has a great deal to do with my speed.
Hope this helps.
:D
One more thing, it is possible that the http server ( as well as the rest of the net ) probably get more traffic when everyone gets home from work compared to during the day. So it might not be you, but rather the server or the internet as a whole.

it's all about how many people are downloading. One night i can go on and hit only 10/sec, the next night...BAM!!!! 180k/sec.
