Most likely that's because they want as accurate a 'sales' count as possible so they don't burn any money. Labels pay publishers/songwriters a mechanical rate for every single album manufactured. So if RCA prints 50,000 CDs of a show, Dave/other songwriters get paid for every copy regardless of if they sell, as opposed to the royalties the band gets for actual sales. For the LTs, there's sales to offset those costs. For the bonus discs, there's no return. It's free. So they are paying manufacturing + mechanicals. So it doesn't make sense to have free goods laying around, you just wasted money. It's not as bad to have LT product on hand since they make a nice profit from a sale of any of those.
