The album is done. It doesn't take more than a month to prepare for a release, no matter what anyone might tell you. Some bands today have long slow processes for an album release, but most bands are not going out on the kind of tour that DMB is.
It's already going to be very akward having a month of shows before the album, but some of you actually believe the bulk of the entire tour will go by before release. LMAO. Not a chance in hell.

Yes, it does. For major labels/non-Radiohead bands. There are things like press lead-times and scheduling promo that are put into place sometimes 6 months in advance. In the internet age, sure, it doesn't really make sense, and there's certainly a possibility that RCA will do something different. But pretty much everything the major labels due is completely outdated, so this is nothing different.
