Web Browser Trouble

Alright so my parents computer can only open one web browser for some reason, Opera. Probably one of the shittier browsers imo. It was able to open Mozilla and IE but all of a sudden they refuse to open. Double click them and it shows the waiting sign for 1 second then just doesn't open. Does anyone know what the problem could be. I've tried them all, Mozilla, Google Chrome, IE, Safari. Any help please

Go to the windows task manager and look at the processes that are running. Is the Mozilla and/or IE processes still running? If they are, close them and then try and open the browser again.

No they aren't running, I've even tried restarting. Nothing works
