Your definition is silly. THere are plenty of teams who are relevant who haven't won championships. You're getting "elite" confused with "relevant"

The Braves won what, 15 division titles in a row? They are not what they were up to a few years ago but they are still relevant in their division.
Basically IMO, if teams are making the playoffs consistently there is relevance there. The Cubs do not do that. Elite to me means making The World Series and actually winning World Series ChampionshipS, again the Cubs don't do that. Most years they don't even play into the equation in their own division. EXCEPT: When they play the Cardinals. If the Cubs could play 80% of their regular season series as tough as they play the Cardinals they would make the playoffs 3 out of every 5 years if not 4 out of every 5. Obviously I am pulling those #'s out of Betty White's Vagina but it is meant as a compliment.

Notre Dame Football - Their fan base and TV keeps them relevant. Their team has not been relevant since what the 90's? Their wide spread fan base is comparable to the Cubs and while they have played relevant much more recently than the Cubs today regardless of what their recruiting classes look like thay have not recently been relevant in the CFB Championship picture.
