Out of ~200 apps on my phone this is one of a handful that requires iOS 10+. Why is that?

You're basically talking about an iPhone 4S. That phone was released on October 14, 2011. So we're approaching 6 years old on that device. In tech industry terms, that's a *long* time.
With the upcoming release of the iPhone 8/whatever and iOS11, we're gearing up to support the new device form factors and focus in development resources (read: my personal time) on areas that will benefit the greatest number of people. We leverage libraries in the latest versions of the app that require iOS10, it's as simple as that. I think 6 years of support for a phone is pretty darn good, all things considered.
