Both of these things exist. The mobile site one is done through the chrome app. There is a checkbox in settings for "request desktop site". I personally don't use it because you find out pretty quickly that 90% of sites have better mobile sites than desktop on a phone, but the option is there if you need it.
As for the remote, samsung galaxy's have this. The app to use it is called peel smart TV remote. It has an IR blaster that you can use to control your TV/Comcast, and I think DVDs (I haven't owned a dvd player in years). I have it set up for 6 different locations too. So whenever I go back home, my roommates lose the remote, etc, I can just switch on the app. Also doubles as a TV guide if you're using a box that doesn't have guide built in. Really a great app.
