There's no difference--so what if one board was handcrafted out of fine woods and the other was pressed in a cardboard factory? It's still just a piece of wood product with some shapes painted onto it.
Even the shapes themselves have on meaning unless we *give* them a meaning. That's the thing about letters, they're a human invention.
Ouija boards only work if YOU ARE TOUCHING THEM. Your fingers have to be on the little indicator thingy. It doesn't move on its own while you look on.
