Want to have Reigns be heel so badly? Build this feud with him fighting with "family" and then have him enlist Anderson and Gallows and dump The Usos because they were dead weight. It's not about family, it's about being "The Guy". Cement Reigns as a super heel by having him kick the shit out of a returning John Cena. I'm talking Brock v Cena at Summerslam ass whooping. Have the announcers deflatingly say "I think John came back too early. This is hard to watch." This protects Cena's loss. Then have Cena go away and "train". Every episode of Raw he isn't there wrestling, it's just video packages of him training. At the next PPV, Cena commences to whooping Roman's ass. This is a house of fire Cena the likes of which we had never dreamed of seeing before. Thanks to Bullet Club Shenanigans (tm), Reigns ends up retaining. When they do all of this is important, because Finn having Money in the Bank is crucial. After Reigns beats Cena, Gallows and Anderson kick the ever loving shit out of him. Finn cashes in and becomes champion. They start Raw the next night, and eventually Anderson and Gallows tell a (not present) Roman, that he wasn't "The Guy" so much as he was "The Guy until they could get Their Guy."
Then we get some lovely stuff between AJ and Finn. Roman does his own thing for a while feuding with guys like Randy Orton, Kane, whoever else, etc. Cena can do US Title stuff again if he wants.
And as crappy as it is to hold Seth out this long, I wanna make sure his knee is fully 100%...and have him return at Survivor Series as a surprise, and get a Steph McMahon guaranteed rematch after the WWE title match has ended, winning it easily.
Roman wins the Rumble by nepharious means by last eliminating Dean, Shane inserts Dean into the title match at Mania making it a triple threat. And the world smiles.
