No, pitchers park means it's harder to score runs. It doesn't mean it's harder to hit home runs.
Turner Field has more foul territory than a lot of parks. That means a lot of balls that would just be foul balls out of play are turned into outs because people catch them. That's what makes it a pitcher's park. |

 I know I know I'm just saying HR's do come into account when discussing a pitchers park. It's not the end all be all but it definitely comes into effect

I will also throw in and say I always believed pitcher's park meant harder to hit homeruns -- ball stays in the park more. I guess that could be applied to foul balls caught in foul territory, but just never heard it applied that way.

a square is always a rectangle but a rectangle is not always a square
similarly a place that's hard to hit homers is (almost) always a pitcher's park but a pitcher's park does not always mean it's harder to hit homers |
