I've never had an issue with cops in the lot as long as you keep drinks in a solo cup and don't make a scene. The pay lot is more convenient as far as traffic goes but they jacked up the price last year. At the beginning of the day it was like $40 but then they changed it to like $60 by the time I got there, which wasn't even late at all. No thanks.
In general if I park at the free lot I just hang out after the show, have a drink and some food and wait out the traffic. No reason to get in the car and waste gas. Also, if you do decide to park in the free lots do whatever you can to park in the lots on the RIGHT SIDE as you come in. When you pull in to the venue stay all the way to the right unless they tell you otherwise. The lots on the other side behind the venue are way harder to get out of in my experience.
The bathrooms closer to the pavilion seats near the beer garden usually have a line. But, there is a third row of stalls in the back that no one ever uses. People wait in line to use the stalls that you can only see when you walk in. Go in, go through the center doorway and around to the back side. Skip the wait. You will thank me later.
If you are out of state and under 25 you need to bring a passport. They WILL NOT serve you alcohol without it. Super strict. Here's the official policy:

Otherwise it is a pretty cool venue. I've always had fun there and most of the people who work there are nice. Good sound in the pavilion and people are generally having a good time.
San Diego rules by the way. I have a few cousins out there, I need to visit again it's been like 12 years. Hope you enjoy the show!
