See, the thing is, Joker WAS highly intelligent. Not as smart as Riddler, but no one is.
And frankly, the only way to stop Riddler in this if they used him, is if he stopped himself. He doesn't care about destruction or anything of that sort, he just wants to find out who Batman is. Sadly, he can't, because that's the biggest riddle of them all to him, and then he'd have nothing to live for.
Riddler's actually kind of a pointless villain when you get down to it, even if he is amazing.
