I think I'm more suggesting that as this is an isolated incident involving a specific number of individuals it's not a "program issue". It isn't a violation that permeated through the athletic department which is where the "lack of institutional control" and similar issues are found.

The University did miss the 2 big ones, but JT got hit with the hardest individual charge.
All this coming out in the heat of recruting is awful for them too.
