My birthday is on Monday June 4. They’re also playing at home then.
What do I do? Do I try to swap tickets? PTO is not a problem.
I love the Caps but they’re making difficult decisions for me....

That’s definitely tough. I would talk to the friend. If you wanna go to the game, I wouldn’t feel bad about at least telling the friend that. Of course, if you do, assuming the guy isn’t a dick, he’ll surely tell you to go the game.
You could swap tickets. Can your dad also go to game 4? If so, perhaps this is the best plan. Friend’s 30th bday + SCF game with Dad.
I hope you can make it work, but I personally don’t think you should feel too guilty about prioritizing the Caps for the next two weeks.
My dad’s already made it clear to me he’s prepared to unload cash to go watch the Caps win the Cup in person, but I almost think being at Verizon would be the most fun place to be should they win, whether it’s on the road or not. Not to mention, the viewing parties are free. The good thing for me is both games 5 and 6 occur on days off for me, and game 7 is the easiest day of the week for me to get off. Honestly this series worked out very nicely for my personal schedule. I have basically zero commitments other than work, and the only game I’ll miss part of because of work is game 3. I got pretty lucky.
All of that of course assumes they do well. Big if there.
