It's going to come down to what the nominating committee thinks, and if DMB can make it to the short list. At least there are a few people on the nominating committee who should be in DMB's corner like musicians who have played with the band (e.g. Morello, Questlove) and committee members who are clearly fans (e.g. Paul Shaffer). However, the majority of people on the committee are music critics/insiders, which makes DMB's path a little uncertain. DMB hasn't exactly been a critical darling by any means.
When DMB becomes eligible, there are several hip-hop/rap acts that will get a good look (Outkast, Wu-Tang Clan, and Snoop Dogg). Probably a long shot for 2 of those 3 acts to get in together though. Beck and Sheryl Crow will be eligible alongside DMB and probably have a good shot to get in. Shania Twain becomes eligible as well, but the committee doesn't seem to consider country acts at all (Garth Brooks, Willie Nelson, Patsy Cline, and Dolly Parton are not in).
The bottom line is that it's tough to predict. There are plenty of really popular bands who aren't in (e.g. Jon Bon Jovi) and influential bands that aren't in (The Cars, Dire Straits, The Zombies, etc.). Plus, there are plenty of popular '90s bands that have never even been nominated: Alice in Chains, Soundgarden, Smashing Pumpkins, etc.
