That's great news, BOSE = Buy Other Sound Equipment.
Sennheiser, AKG, Grado, Audio Technica, Denon, Beyer Dynamic, Ultrasone, all better than Beats or Bose.
Personally I'd skip the noise cancelling and go with a good pair of circumaural cans, because you keep noise out and keep YOUR noise from escaping. I have a pair of AKG 271 MKII's and they're terrific at doing both.
If you don't care about your noise escaping, look into some supra-aural or open circumaural.

In the bolded my guess is they're referring to BOSE.
Whatever you do, I think if you avoid Beats and Bose you'll be at a great starting point.
For closed the Sennheiser HD280 PRO ($95.84) or Ultrasone HDI-450 ($83.85) (pricing from Amazon) would both be better choices than the BOSE or Beats. For a headphone that is not "closed" check out the Audio Technica AD-700 ($93.77) or Grado SR-80i ($99) in your budget range.
